On Waitangi Day in 2008, in the interests of, in her own words, a ‘programme which contains dignity’, Prime Minister Helen Clark opted not to attend official events at Te Tii Marae in Waitangi. Instead, she hosted a breakfast meeting, saying, ‘The atmosphere is such that if I don’t go there probably won’t be incidents, and if I did there would be.’ In October the year before, armed police had conducted raids on an alleged paramilitary training camp in a small Māori community near Ruatoki; the raids sparked protests and drew criticism from both the Māori Party and the Green Party.
